“I would never say that folks should be blithe about their ethical responsibilities. Since last Friday, 29 House Democrats have given back or donated to charity more than $400,000 in contributions from Mr. Rangel’s three political fund-raising committees. But several others have not returned the money. Representative Michael E. McMahon, Democrat of New York, is among those who have not returned the money, in his case more than $70,383.
Ms. Pelosi dismissed the criticism on Thursday that Democrats had not lived up to their promise to sweep away a culture of corruption on Capitol Hill. She also noted that she had established an outside group to receive complaints about members of Congress, which could be easily referred to the House ethics committee.
“My commitment to the American people is that the public trust will always be honored,” Ms. Pelosi said at her weekly news conference. “And on the floor of the House, that happens.”
President Obama, who built his campaign around a pledge to change the way Washington works and to strengthen transparency and ethics, has followed a practice of generally not commenting on the scandals or allegations involving the Democratic politicians. Months ago, several of his senior advisers worked behind the scenes to try to dissuade Governor Paterson from running for election, a pitch that failed.
Last week, Mr. Paterson conceded that he would not be on the ticket in the fall, but he has declined to step down. The White House has said that it has no intention of wading into the Paterson situation again, but several advisers said they were following the developments with interest.
It is the case of another governor, perhaps, that has drawn even more attention from those inside the West Wing.
Mr. Blagojevich, who was impeached last year as the governor of Illinois, faces a criminal trial in June. The proceedings are expected to be unfolding at the very moment that Democrats are battling in several races, including a campaign for the Senate seat once held by the man who now sits in the Oval Office.

Obama Offers to Use Some G.O.P. Health Care Proposals

By signaling that he is open to the opposition’s ideas, Mr. Obama struck a bipartisan tone even as the White House prepared the ground for Democratic efforts to pass comprehensive legislation on a party-line vote. In the letter, he said Democrats and Republicans agreed about the need to fix the health care system, even if they disagreed on the remedies, and he seemed to be trying to build on the public display of bipartisanship at last week’s meeting and to blunt Republican criticism that Democrats are pursuing a partisan bill. “My ideas have been informed by discussions with Republicans and Democrats, doctors and nurses, health care experts and everyday Americans — not just last Thursday, but over the course of a yearlong dialogue,” Mr. Obama wrote. “Both parties agree that the health care status quo is unsustainable. And both should agree that it’s just not an option to walk away.”
Republicans said they welcomed the president’s interest in their ideas, but said it was a meaningless gesture if Democrats remained intent on pushing through expansive, and expensive, legislation, which the Republicans assert would unwisely raise taxes and reduce federal spending on Medicare.
Mr. Coburn, in a statement, said Democratic leaders could continue to work with Republicans on areas of agreement — “or they can attempt an all-or-nothing reconciliation strategy based on the deeply flawed Senate and House bills and most likely accomplish nothing.”
Mr. McConnell, at a news conference, cited the Republican victory in the Massachusetts special Senate election in January as an example of what could happen to Democrats if they succeed in adopting sweeping health care legislation “over the objections of the American people.”
The bills passed by the House and the Senate would expand Medicaid to cover some 15 million people who are now uninsured. But in most states, payment rates are so low that many doctors do not accept Medicaid patients, a point that Senator Charles E. Grassley, Republican of Iowa, raised at the forum on Thursday.
“There’s no question Medicaid won’t be able to provide adequate access,” Mr. Grassley said in response to Mr. Obama’s letter. “It’s good if the White House has figured that out.”
Higher Medicaid payment rates could substantially raise the cost of the bill, even as Democratic leaders try to hold down the price tag to secure the support of fiscal conservatives in their own party.
As they begin a final push to round up votes, Democrats are also struggling to figure out how to orchestrate the intricate legislative maneuvers that will be needed to complete their bill.
Under the tentative plan, they said, the House would adopt the bill passed by the Senate on Dec. 24, and both chambers would approve a package of revisions in a separate budget reconciliation bill. The changes would bridge differences between the House and the Senate and incorporate some of Mr. Obama’s proposals.
Senator Kent Conrad, Democrat of North Dakota and chairman of the Budget Committee, said it might be possible to use the reconciliation procedure for “a set of relatively minor matters that have a budget impact.”
Coordinating the work of the two chambers could be “extraordinarily complicated,” he said.
In addition, the budget reconciliation process could be time-consuming in the Senate, where Republicans said they would raise procedural objections and offer numerous amendments.
Mr. Conrad said the budget bill might be used to “increase the affordability” of health insurance, by increasing subsidies for some people, and to increase federal payments to states for people newly eligible for Medicaid.
But to comply with reconciliation requirements, Mr. Conrad said, the budget bill would have to reduce the deficit over the next five years, taken together, and must not increase the deficit in any year thereafter.
The budget bill could probably not be used to establish restrictions on insurance coverage of abortion, an issue that deeply divides the House and the Senate, Mr. Conrad said.
Senator Olympia J. Snowe, Republican of Maine, said she was not impressed by the concessions Mr. Obama offered in his letter. “It’s always welcome, inserting Republican ideas,” Ms. Snowe said. “But it does not ameliorate other issues. The basic legislation is not going to change. That continues to be troubling.”

Hopes for Senate Seat Open Rifts in California G.O.P.

BURBANK, Calif. — If Republicans are to have a serious chance of capturing control of the Senate in November, they are going to have to win in traditionally Democratic states like California, where Senator Barbara Boxer, a three-term Democrat, is showing signs of vulnerability. Ed hardy clothes
But before Republicans get a clear shot at Mrs. Boxer, they will have to overcome deep divisions within their own party — divides that reflect both the grass-roots energy surging through the conservative movement and the tensions between the party’s moderate and conservative wings. There are certainly more vulnerable Democratic Senate seats in the country, but early polls in California suggest that Mrs. Boxer is facing what could be the toughest election of her career. Her difficulties in a state that has for 20 years proved reliably Democratic in national elections suggests how the pendulum has swung against Democrats in just a year. Three Republican candidates are in a lacerating battle for their party’s nomination: Carly Fiorina, the wealthy former chief executive of Hewlett-Packard; Tom Campbell, a former member of Congress who fits the moderate profile for the kind of Republican who has won statewide contests in the past; and Charles S. It is hard to see how Republicans can win control of the Senate without toppling Mrs. Boxer. Democrats control the chamber 59 to 41; Republicans need 10 seats to take control, since in an evenly divided Senate, Vice President Joseph R. Biden Jr. would cast the tie-breaking vote in favor of the Democrats. Eight Democratic seats are considered vulnerable, but Republicans must hold on to at least four of their own seats that appear vulnerable. John J. Pitney Jr., a political science professor at Claremont McKenna College, said Mrs. Boxer’s previous easy victories in Senate races could be misleading, since they took place in what were more favorable political environments. “She may be more vulnerable than it seems at first,” Professor Pitney said. Democrats fear that a Supreme Court decision allowing corporations to spend freely on political campaigns could encourage a flood of advertising against Mrs. Boxer.
She is clearly aware of the threat to her re-election and has moved forcefully to deal with it. She has already raised nearly $11 million.
“If you’re asking me if Republicans have a chance to beat me, I’m going to answer this way: I never take any election for granted,” Mrs. Boxer said in an interview. “It is a tough year. I am going to focus; I am going to work my heart out.”
Mr. Campbell is a self-described fiscal conservative who supports abortion rights and same-sex marriage. “He would have more appeal to moderate voters than any other Republican nominee — other than Arnold or Pete Wilson — has had here for the past 25 or 30 years,” said Bill Carrick, a longtime Democratic consultant in the state, referring to Gov. Arnold Schwarzenegger and Mr. Wilson, the former California governor.
But the positions that might help Mr. Campbell in a general election are a burden in the Republican primary. And the hurdle is not only on social issues. When Mr. Campbell was finance director for Governor Schwarzenegger, he supported temporary tax increases to deal with the state’s worsening fiscal crisis, and Ms. Fiorina and Mr. DeVore have criticized him for that.
“Tom Campbell has a distinctly different point of view than I do,” Ms. Fiorina said. “He believes the way to close budget deficits is to raise taxes. I think that’s the wrong approach.”
Mr. Campbell has also come under attack from his rivals for his ties to a professor who aided Palestinian militants and for being, by their account, insufficiently supportive of Israel. Mr. Campbell has said that he was unaware of the professor’s activities and that he supports Israel.
Mr. Campbell suggested that Ms. Fiorina and Mr. DeVore may split the conservative vote in the June 8 primary, allowing him to slip through. He has also said some conservatives might overlook their differences with him in their hunger to oust Mrs. Boxer.
“She is particularly vulnerable to me,” Mr. Campbell said in an interview. “I’m pro-choice. It’s going to be the first time she’s ever had to run against a candidate with my profile. It’s a huge advantage for me.”
Ms. Fiorina was at one point viewed by Republicans as a formidable candidate because of her wealth (she has put $2.5 million into her campaign) and a compelling personal story: she rose from receptionist to chief executive and is also a breast cancer survivor.
But she has not had an easy transition from business executive to candidate. Ms. Fiorina suggested the other day that California file for bankruptcy; that is legally not possible. Her campaign produced a widely ridiculed Internet attack video portraying the mild-mannered Mr. Campbell as a wolf, with glowing red eyes, in sheep’s clothing. (The point was that he was not really a fiscal conservative.) Mr. DeVore has been unsparing in his attacks on her.
“She has some personal wealth — but she was fired from Hewett-Packard,” he said. “She only voted six times in her life. She has a condo in Georgetown at the Ritz-Carlton that is 13,000 square feet bigger than my house — and she confessed she got it with the golden parachute money she got when she was fired. These sort of flaws will be played up significantly by Boxer.”
Mr. DeVore may be the wild care in the race. He has won the backing of an influential conservative political action committee created by Senator Jim DeMint, Republican of South Carolina. And his candidacy will offer a test of the strength of the Tea Party movement in this state. A poll taken in California in January found that 70 percent of Republicans had heard of the Tea Party movement, with 52 percent of them identifying with its ideas somewhat or “a lot.”
But Mr. DeVore, who is known as Chuck, is struggling to raise money, and remains barely known by most Californians. He said he hoped that as his profile rose, he would draw a wave of Tea Party contributions from across the country.
“This is eminently winnable for all three Republicans,” Mr. DeVore said of the Boxer race, “but I would argue, counterintuitively, that I am the most dangerous threat. Because I am the guy who is the toast of the Tea Partiers.”

Paterson Drops Out of Governor Race

Even as the governor was speaking, however, new calls emerged for him to resign, amid a criminal investigation by the office of Attorney General Andrew M. Cuomo. And some Democrats expressed skepticism that the politically wounded Mr. Paterson could effectively lead a state facing a deficit of more than $8 billion.
The White House, which has previously tried to nudge Mr. Paterson out of the race, said he was right to end his candidacy. The reports of his administration’s intervention in the domestic abuse case were “disturbing,” said Robert Gibbs, the White House press secretary.
“Anybody that read these articles believes at a minimum he made the right decision about his re-election,” Mr. Gibbs said.
State Democrats were already moving on to anoint Mr. Cuomo, who has long been quietly preparing his own gubernatorial campaign, as their candidate.
The governor’s withdrawal came less than two days after The New York Times reported that his administration had intervened in the episode involving Mr. Johnson, 37, who was accused by a longtime companion of assaulting her on Halloween last fall.
The woman was twice granted a temporary order of protection against Mr. Johnson, but she complained in court that the State Police had been harassing her to drop the matter. In addition, the governor talked to the woman himself only a day before she was scheduled to appear in court to seek a final order of protection. She failed to show up for that appearance, leading to the dropping of her case. The woman, saying she fears retaliation, has requested that her identity be withheld.
The governor initially seemed to believe that his campaign could survive the revelations and went about his day seemingly undisturbed for most of Thursday, even as prominent Democrats expressed skepticism about his political prospects.
He attended two private lunches with donors in Manhattan, at the Four Seasons and the Bryant Park Grill and Café. But when he return to his campaign office about 3:30 p.m., his political advisers gave him bad news: they had been canvassing Democrats about whether they would still support Mr. Paterson, and the response was overwhelmingly negative. Elected officials who had previously agreed to attend a big homecoming rally, planned for Saturday in Harlem, told his advisers that they would not appear.
“It made no political sense to move forward with that kind of announcement in light of the allegations,” said Assemblyman Daniel J. O’Donnell, a Democrat who represents the Upper West Side.
“It really would be unfair to people who have been loyal to the governor to put them in a position like that,” he said, adding, “It was over.”
The governor and his advisers were also unnerved that the Rev. Al Sharpton, who had been gradually moving away from his previous embrace of Mr. Paterson’s candidacy, was organizing a major meeting of black political leaders at Sylvia’s in Harlem on Saturday to discuss the governor’s situation.
Late Thursday afternoon, the governor and his campaign manager, Richard Fife, and began a conversation about his options. About 90 minutes later, they were joined by Jay Jacobs, the state party chairman and a key Paterson ally. Sitting around a conference table in the campaign office, which overlooks Park Avenue, as a snowstorm whirled outside, and the governor listened to Mr. Jacobs explain why the campaign was unwinnable. Perhaps most significant, Mr. Jacobs said it would be extremely difficult for Mr. Paterson to win the 25 percent of delegates needed at the state party convention in May to secure a place on the primary ballot.
After Mr. Jacobs finished speaking, about 5:20, the governor agreed and said he would quit the race.

Paterson Gets Some Sobering Advice on His Future

Schneiderman, a Manhattan Democrat who is one of Mr. Paterson’s closest friends in Albany. “I don’t think there’s any way around that, and I think he knows that. Mr. Paterson met Thursday evening in Manhattan with Jay Jacobs, the chairman of the state Democratic Party, to discuss his options, according to Mr. Jacobs, who declined to discuss the substance of the discussion.
Separately, some black Democratic officials and advocates met in Midtown Manhattan during the evening to discuss Mr. Paterson’s fate. The meeting was convened by the Rev. Al Sharpton, whose support for the governor is viewed as essential to his political survival, and was attended by Malcolm A. Smith, the State Senate president pro tempore; John L. Sampson, the Democratic conference leader in the Senate; and H. Carl McCall, the former state comptroller.
“It seems to me that there are three issues that he has to deal with,” Mr. McCall said in an interview before the meeting. “One, he’s got to govern. Two, he will have to manage a campaign. And three, he will have to deal with these allegations. It’s clear to me he can’t do all of these things. The question for all of us is, which of these things will he abandon?”
Mr. Paterson faced tougher criticism from those outside his circle of allies, especially from Democratic members of Congress who anticipate difficult campaigns of their own this fall and want a stronger candidate, like Mr. Cuomo, at the top of the ticket.

The alleged assault happened shortly before 8 p.m. on Halloween in the apartment she had shared with Mr. Johnson and her 13-year-old son for about four years, according to police records.
She told the police that Mr. Johnson, who is 6-foot-7, had choked her, stripped her of much of her clothing, smashed her against a mirrored dresser and taken two telephones from her to prevent her from calling for help, according to police records.
The woman was twice granted a temporary order of protection against Mr. Johnson, according to the proceedings in Family Court in the Bronx.
“I’m scared he’s going to come back,” she said, according to the proceedings, in which a court referee at the initial hearing noted bruises on the woman’s arm.
“I’m glad you’re doing this,” the woman told the referee, “because I thought it was going to be swept under the table because he’s like a government official, and I have problems even calling the police because the state troopers kept calling me and harassing me to drop the charges, and I wouldn’t.”
She added, “I’ve never been through this before.”
Two days later, the woman was back in Family Court, and the order of protection was kept in place. And she again asserted that she had been pressured by the State Police.
“The State Police contacted me because they didn’t want me to get an order of protection or press charges or anything,” she told the court.
The State Police superintendent, Harry J. Corbitt, said he was told of the episode within 24 hours after it occurred. He confirmed that a state police officer had met with the woman, even though the episode occurred in the jurisdiction of the New York Police Department. He said the visit was made only to tell the woman of her options, including seeking counseling.

The Camry was a Christmas present to Mrs. Alberto from one of her daughters, who thought her mother should stop driving her older-model Buick.
At first, Mrs. Alberto and her husband were chagrined to own a Toyota because of their deep ties to G.M. “I said, ‘We don’t want Toyota because we are from G.M.,’ ” Mr. Alberto, 82, said. “But they gave it to her as a present, and it was cheaper than the Buick LeSabre.”
Despite her age, Mrs. Alberto worked regular hours in the store. “The day before the accident, she was in the store carrying cases of soda and stacking them,” Douglas Alberto, a son, said.

“One of the main causes of the public’s discontent is that they feel China doesn’t treat us fairly, and that no one is doing anything about it,” Mr. Schumer said in an interview. “That may importune the administration to act, but if they don’t, there’s a strong move in Congress to do so.”
Another factor affecting the administration may be shifting economic fortunes in both countries. China is rebounding faster from the recession than the United States, and as it does, the imbalances that result from its artificially depressed currency could become even starker.
Economists estimate that China’s currency, the renminbi, is undervalued by at least 25 percent and as much as 40 percent, relative to the dollar and other currencies. That gap, they say, is wider than at any time since 2005, when Beijing, under pressure from the Bush administration, allowed the renminbi to rise modestly.
Given that, the administration hopes China, on its own, will come to recognize the need for a new currency policy.
“The silver lining of what the U.S. and China have been through is that there’s a greater appreciation in China of policies that would stimulate internal growth and make it less dependent on exports,” said a senior administration official, who spoke on the condition of anonymity.
The administration’s point person on China’s currency is the Treasury secretary, Timothy F. Geithner, who has an awkward history on the subject. In a written answer to questions during his confirmation process, Mr. Geithner said that China was manipulating its currency. He later disavowed that statement, and set about smoothing ruffled feathers in Beijing.
“Many of us in Congress are pretty frustrated that the administration has made no progress on this,” Mr. Schumer said.

A.I.G. Plan for $100 Million Bonus Payout Draws Fire

The holdouts seem determined to make A.I.G. pay the full contractual amounts, knowing they can make a reasonably good case under law, because A.I.G.’s own lawyers have previously issued an opinion that the contracts are binding. If they succeed, A.I.G. would have to pay them more money at some point in the future, and might even have to pay penalties for breaking its employment contracts.
So, while it appeared on Tuesday that A.I.G. and the Treasury had cut the bonus payment to just half of the $198 million that was scheduled for March, the total amount remains unclear. The company acknowledged Tuesday night that it had cut the original amount by $20 million, but did not confirm that the final payment would be $100 million.
In a previous exchange regarding the bonuses, Mr. Feinberg wrote to Senator Grassley on Jan. 15 saying that the contracted amounts were “grandfathered payments.” He said they were not covered by the new rules he administers curbing executive bonuses at bailed-out companies.
“My staff and I have insisted that employees should have their overall current compensation reduced to take into account the fact of these grandfathered payments,” Mr. Feinberg said.
The last time A.I.G. paid a round of retention bonuses, worth $168 million, it caused such an uproar that some employees received death threats, according to its chief at the time, Edward Liddy.
To mollify the public, employees agreed to pay back roughly $45 million to the taxpayer-owned company.
The complaints subsided, but last October, the special inspector general for the Troubled Asset Relief Program, Neil M. Barofsky, audited the program and reported that only $19 million of the total due back had been received.
People involved in the recent negotiations said that in the broad deal that has been negotiated, people will still have to pay back their bonuses, as previously pledged. However, the amounts they forgo in the final payout will be considered a way of making good on their pledges.
The government has extended roughly $182 billion in total to A.I.G., although the assistance has taken many forms and the company has not used that whole amount. It is selling some of its units to help repay the debt.

The spending freeze is not an across-the-board cut, an approach that Mr. Obama opposed in his presidential campaign when his Republican rival, Senator John McCain, Republican of Arizona, proposed it. Instead, officials said, they have taken “a scalpel” to cut or eliminate more than 120 programs, while increasing money for priorities — chiefly education, research and energy programs — to save about $20 billion in the 2011 fiscal year.
Mr. Obama’s budget for the coming fiscal year would total $3.8 trillion. Just $1.4 trillion is domestic and military spending that he and Congress directly control through annual appropriations; the rest is mostly automatic spending for Medicare, Medicaid and Social Security and interest on debt of $12.4 trillion.
In an unusual accompaniment to the budget that underscores the dire fiscal outlook, Mr. Obama will direct a bipartisan commission to recommend a plan to balance the budget, not counting growing payments on the country’s amassed debt, by the 2015 fiscal year. Congressional Democratic leaders have committed to holding a vote in December on whatever plan such a commission produces.
